Secure Digital Messaging at Sea

STEDS (Sensitive But Unclassified (SBU) Tactical Exchange Data System) is the digital communication network at the heart of Raymarine’s first-responder solution. Developed in collaboration with the United States Coast Guard, STEDS allows partner vessels and command centers to securely exchange short text messages, data, targets of interest, SAR patterns, intelligence reports, and identify the location of other friendly units.

The Raymarine STEDS system is the only marine navigation and communications system compliant with the United States Government’s FIPS 140-2 standard for secure communications.

A core capability of STEDS, Blue Force Tracking (BFT) allows partner agency vessels to maintain visibility of one another on the Automatic Identification System (AIS) network. Partner vessels are readily identified on the boat’s chartplotter and radar display with unique blue iconography, making them stand out from the other marine AIS targets.

STEDS also supports a special encrypted AIS mode which enables law enforcement vessels to disappear from the public AIS network, while still maintaining AIS visibility and STEDS communications with each other. This unique feature gives enforcement vessels a critical advantage by not revealing their identification or location while performing surveillance or pursuit operations. Official vessels can cloak or uncloak their AIS information at-will using Blue Force Tracking.

The STEDS messaging system supports designation of Targets of Interest (TOI) from the boat’s chartplotter, AIS or radar system. During a patrol or mission, TOI’s can be used to call attention to or track a suspect vessel, making its location, AIS contact or radar track visible to partner vessels.

TOI’s can also be designated to identify fixed locations on land or sea, debris sightings, or recovery locations. TOI’s can also be passed to a connected FLIR marine camera system, allowing the camera to automatically find and hold that position or vessel in the camera’s field of view - a valuable benefit when dealing with a high-pressure situation or heavy sea states.

Search and Rescue Patterns (SARs) coordinated search grids are used to optimize search operations based on the prevailing conditions on-scene. Raymarine chartplotters enable first responders to quickly initiate all of the common search patterns based on the IAMSAR manual. SAR Patterns can be initiated locally onboard any vessel or shared between multiple vessels and shore stations using STEDS over-the-air communications. 

Digital generation and sharing of SAR patterns significantly reduces critical response times and the accuracy of the coordinated search operation. This unique capability allows search coordinators to run the entire search and rescue operation from a Raymarine Axiom chartplotter display.
